How can you tell

The color pattern. It's near to the wild type of coloring, and in that pattern black breast feathers always mean it is a male.

I wouldn't know the breed, as I've not seen any that look like him before. I'm happy to go with what has already been said.
Does look male to me.
I notice he's missing a lot of feathers.

He was dropped at a local vet clinic a old co worker of mind works at so we think he may have been attacked by something or fighting
