I'd say your naked necks need a little more time to be sure. The combs look pretty big, but they could just be big combed pullets. Their wattles aren't very big yet and their combs appear to be the same color as their necks. It should be more obvious in another 1-3 weeks.

I think your starlight green egger is actually a blue laced red wyandotte. Hoovers hatchery website claims they have pea combs, but all the pictures I can find are single combed birds. Either way, your bird has a rose comb which is the correct comb type for a wyandotte. And the clear lacing is another clue. Starlight green egger come in lots of colors, but I've never seen one with a laced pattern. She looks to be a pullet no matter what breed she is.
