Anyone know about ASCS coops??

I recently found a partial coop at a thrift store (they didn't know what it was!! LOL)....there in a sticker on it that says:
"US Dept of Agriculture
ASCS-County Owned
ASCS-4-C
03-03-87"

Anyone have any clue what this means?? I was curious & googled it, but had no luck what-so-ever. Any info would be greatly appreciated!!

It's brand new...never used at all! It needs chicken wire, nesting boxes & a run. I got an amazing deal on it
