Anyone with Rouens?

I have inherited a very large duck from our wildlife rehab centre that I believe is a Rouen. Don't know what else he/she could be as it looks like a female Mallard on steroids. We know nothing about it beside the fact that when it came in , was totally imprinted. Unsure as to the age and my question is as follows. If this duck is about 2/3 the size of my full grown Pekin male, can we assume that it is full grown? If so, would you have expected it to be displaying it's final feather pattern? Please say yes. The LAST thing I need is another drake. One thing that concerns me is that it doesn't quack. Rather, it sounds more like a tundra swan. More like a whistle. Not a mutter like my other drakes.

my rouen females are about 2/3 the size of my pekin. But some of my 6 week old rouens which are smaller, have already started making the female quack. I think my original male rouen molted twice before he got his final plummage.

Is there any sign of a white ring, green stripe on top of the head? Mine had a stripe before his whole head turned green.
 
Thank you. I will check his head tho I am almost afraid to look. Out of 11 wood ducks that I raised this season, 9 were males and I strongly suspect that all 6 ducks in my pen right now are drakes. And they HATE each other. Sigh

What you describe above almost sound like a drake,, BUT look at the bill.. my 2 drakes bill turned yellowish/orange with a black tip.. BUT the female had a black strip in the middle of her bill down to the black tip..

My Female was about 2 months old and could quake.. but these males are now going on 3 months old and just starting to quak.. one still sounds like a whistle of something... little white rings starting on neck and small patchs of green starting to show on their heads now..

But my Rouens were big.. I feed them Game crumble and then pellets and corn that I mixed in.. During the day I let them free range and I have a big pond for them to play in and forge..
