Are Cochins and pekin bantams the same thing?

I've read differing opinions, but what seems to be the case is that in Britain, it is generally agreed that Pekins, a pure bantam with no large size counterpart, are different from Cochin bantams, which they say ARE the miniature counterpart to large fowl Cochins.
