Cochin - Standard or Bantam?

I bought a cochin cockerel on FB from a girl who said she had bantam and large fowl cochins. She said he was the large fowl but I am not sure. If the hatch date she gave me is correct, he is 9 weeks old and weighed in at 1 pound 13.6 ounces today.

Any advice on how to tell or do I have to wait for him to grow up?

Side note - he didn't have any tail feathers when I got him -- I am new to chickens so I didn't even realize until a friend said something -- when will those grow back in and he is a he and not a she.. right?
