not really. They make a call that is loud but no where near a rooster
crow. I had quail living in my living room. I'd hear them start at 5am.
It was cool.

My quail are Coturnix. I'm told buttons sound different.

i have about 20 button quails now and the males aren't loud..well to me there not.. and they hardly crow at all and i have at least 12 males... they make a cute sound

Mine can be very loud when they want to be like at 3 am when you want to sleep. Normally though they don't bother me too much just on those rare days the males decide to communicate at 3am.
