Are my chicks hens or roosters?

my 2 chicks are 4 weeks old, but from reading online i think that one of them may be a rooster. they are both mixed breeds from my sultan rooster and one of my mixed x battery hens (pip) and from my sultan and my grey hen which i dont know what breed she is, but you can look in my pics (penny). i think penny is a rooster because i read online that they have stumpy tails, less feathers and are bold on the top of their wings, also she is half the size of pip, our other chick, and they have the same size crop but this could be because of the mixed breeds. here are some pics;

They are a bit young so it is difficult to tell. Pip has a slightly bigger comb, so may be more likely to be male, but I wouldn't like to say for sure at this age. By the way the size of the crop really depends on how much food is stored in it at the time.
 
Its too soon to tell for sure. So far, I think that Pip is more likely the rooster. His/her comb is larger than Penny's. But, to tell for sure, post some more photos in a couple more weeks.
