Are my neighbour's goats mistreated - should I intervene?

I hope the neighbor appreciates that someone cared enough to try to improve the goat's life.

Maybe your neighbor also appreciates that someone talked to HIM and understands his reasons for not taking action sooner. It's often hard for older folks (and, I'm in that category) to reach out and admit they need help.

Little update - the goats now live in a walnut grove and have a small hut for shelter .

I hope the neighbour doesn't hate us for talking to him (I have not had a chat with him since then and worry a bit that he feels shamed or offended).

Perhaps the neighbor feels relief. Thank you for stepping up
