Are my pullets underweight?

My 20-week-old Swedish Flower Hens weigh around 800 gms/1.76 lbs.
This is my first time with this breed. I read the adult hens weigh around 5 1/2 lbs.
Isn't this sort of time for these pullets to start laying soon? Are they underweight?

They eat grower pellets, healthy protein-rich treats, and fruits, and they free range up to 4 hours each day.

Any insights would be valuable.

I am not familiar with the breed.
Are these bantams?

They don't look like they are about to lay but they don't LOOK like they underweight either.

Thanks for responding. These aren't bantams. There is little information about Swedish Flower Hens. Most of the writing is simply copy-pasted, beg/borrow/steal.

According to this, the pullets start laying after six months, so my babies have another month to go. Perhaps once they start laying, and with hormone changes, they will fill up to become 5 1/2 lbs eventually!
