I have some younger roosters and I have some older ones the younger ones peck the hens and pull skin from their vents and they breed them too much are the older ones the same way or would I be better off having 2 older boys than 2 younger boys with my 16 girls

This is unacceptable behavior IMO.
Separate the butt pecking birds asap!
You only need 1 male for 16 birds.
Keep the best, eat the rest.

I found a way to fix it I have a large wire cage I am going to put the one that the others mess with in the cage and let the others walk around that means there will be no boys with the girls except for a silkie and the other pen has a young boy and a silkie and all the boys will be in one pen till they get along and the hens get better

If you only have 16 hens, 1 rooster is plenty. Younger roosters are almost always harder on the girls than the more experienced roosters. I agree with others here, whichever is the best behaved rooster can stay, the others get rehomed, unless you plan to keep them confined separately all the time.

I have more than 16 hens/pullets with only 1 rooster, I myself find more than 1 to be problems. I do keep extras in their own pads, in full site of the flock. (and swap them out for breeding)
