Are these moldy pine shavings?

Or is it something else? Sometimes we get pine shavings from tractor supply that have a bunch of these in the bags. They all feel dry, and a lot look normal, but there's still a good percentage that look like this in the bags

It appears the shavings were wet at one point and then dried. If there's mold on them, trying rubbing it off with your fingers, then you'll have your answer.
I'd return it anyway. I've learned that TSC personnel arnt good at rotating products.
 
Hm doesn't seem to rub off even with my fingernail. Could it just be like "stained" from being kiln dried? If so, does that make it safe again? 🤔
