Are these roos?? 4 weeks old

The barred one is a California Grey, the black and white one is a Salmon Faverolle. I'm pretty sure they're both male, and roosters are very unfortunately illegal where I live. Can anyone help? Thank you.

The California Grey is for sure a cockerel, and coloring indicates that the Faverolle is also most likely a cockerel - sorry.

1 cockerel for sure, if the Faverolle is predominantly black and white (instead of brown and white) it's a male, but hard to tell with the red light. Best to turn off the heat lamp for photos.
