Are these roos?

Are these two roos? They are 3 months. I have a chicken that I know for sure is a roo because he crows and has a huge red comb and waddles. But these two haven't crowed and while their combs are big, they're significantly smaller than my confirmed roo's.

Another question! Chicken #2's comb and waddles have always had black smudgey looking stuff on them. Its nothing new, he/she seems totally fine. Is this normal or a sign of something?

1 is for sure a cockerel, 2 most likely is too.
I think the black on 2's wattles is just natural pigmentation, nothing to worry about
