Are these tapeworm segments? They look a little different than photos I’ve seen in other tapeworm posts, but by description seem like that’s what it would be?

No.Its just the dust from new feathers, and maybe some skin flakes.

Those are just feather sheath pieces from new feathers growing in. Completely normal!
