Are these two chicks welsummers and are they a Pullet or a rooster??

Looks like a Welsumer to me. V on head. By the leg that looks very small I'll go with pullet. My guess is you purchased these at feed store and usually those are sexed from hatchery. Very little chance of cockerels if the feed store labels the bins right that is.

The first one is def a Roo. Eyeliner is missing and the V is not clear.
