Are they just stressed?

Our 15 RIR chicks just arrived an hour ahold before putting them in the brooder it was up to 101 directly under the light. They are in. The garage so I figured I would leave it due to it being cold here. I put the, in and they' re all huddled, even though it's 100. Are they trying to acclimate due to them being shipped in the cold or could it be stress? I know it's warm under the light and even just outside the light it's 95
