are they mites or lice?

I got my eight week old sickly looking chicks away from Mom and found mites or lice--little white flecks under the wings on their skin.. The chicks are anemic looking--already lost one and another looking bad. Have been treating as recommended for cocci but now I am thinking it's the mites/lice. Any help out there?

Thanks--treated with sevin--very lightly. Gave vitamins. Don't know if he'll make it.
