Make a new layer, select the box "clipping" and it will only mark on what is on the layer below it.

I like the stipple pen it adds a ton of little dots.

Watercolor, with the paint brush set to a really low opacity? Im not sure exactly what kind of a look youre going for.

You can alter how thick the spread of spots is, and rotation and stuff, mess around with the brush settings and see how it changes it.

Cool. I'll try that sometime. I'll keep the picture the way it is though. I forgot to save after doing the first png. file so then put the picture on a new canvas, but it has no layers.

It is. You can fiddle with the rotation of the brush, though.
