I don't really recommend Gimp as an art program. Also, there should be a setting that will let you increase the... the something. It makes the wobbly-ness go away.

You could use apps like MediBang, Autodesk Sketchbook, Ibis Paint, Photoshop, Paint Tool Sai, etc. Most work on both PC and mobile devices, and they're usually a lot simpler to understand than GIMP (plus they have lots of cool tools and brushes ).
