At what age do roosters start fertilizing eggs?

I have a pair of Leghorns that are roughly 5 months old and I have seen them on may occasions 'doing it' she has been laying eggs for about 3 weeks now and I am wondering if the male is man enough? I would like a few more hens so that I can get rid of him as I live in a place where I can get a fine for having the noisy guy.

Based on his comb alone he looks "man enough" At 5 weeks he is likely fertilizing the eggs.
