At what point should I assist after internal pip?

Hi all! I am on my fourth go round of hatching chicken eggs for my friends out of a homemade incubator. Each time I’ve had around a 80 percent hatch rate. This time, unusually, I didn’t have to put any water in the bay or during the first 18 days since the hydrometers were averaging about 40% without any added water. I usually try and keep it from 35%-45% during the first 18 days.
So despite this being a technically dry hatch, I felt like the air sacs were a bit small at last candling a couple days ago. Now it is day 20 and eggs that I could tell were internally pipped yesterday since they were chirping have kind of stopped moving or wiggling externally and I’m a little worried. The best I can tell they have been internally pipped around 17 hours. When should I be concerned about them not getting enough air?

Ps. Two eggs pipped last night, and are peeping and moving but some air sacs were smaller than others.
