Attracting predators to neighbor's property

My neighborhood is currently considering whether to allow homeowners to keep up to 4 hens in a coop/run. Their main concern is that it will attract predators to neighboring properties. We live in an area that already has lots of foxes and hawks. Each property is at least 2 acres.

Would you expect 4 enclosed hens to increase predator population on neighboring properties 50+ or 100+ ft away?

Nearly nobody realizes how many critters do live/ visit a housing area, given the garbage cans, bird feeders, and assorted other attractions available around housing. Predators will show up for the chickens, true, but they are there anyway.
Safe coops and runs are essential for chickens, where ever they live.
So, I doubt that it's a reason to not have chickens.

4 hens in a coop and run won't increase predators.Feeding them increases their population.
