Looking pretty cockerel-y to me, but it all depends on age.

Usually age makes a huge difference in determining these things (especially basing sexing off of comb/wattles) but in this case with what appears to be male saddle feathers I don't think 16 weeks or 16 months would make a difference in the assessment.
