Seems more likely male, but would have expected more comb and color at 9 weeks.

here are our 3 females and1 male at a slightly younger age. Big difference in comb and wattles!

I have 2 that have similar combs and wattles. They are both supposed to be pullets. If this one is a cockerel, the other must be as well. The main difference is that this one has a more upright tail.
 
So mine are australorp mixed with RIRs but here they are at 10 weeks. One has a "bigger" comb and wattles but nothing compared to yours.
