Automatic Egg Turner Constantly Sways Back and Forth!

Hello I just got this automatic egg turner in amazon and yes it was cheap, kinda regretting that now.
Anyway is it normal for it to constantly sway back and forth like this? It came with absolutely no instructions. I plan to set a batch of 24 on Sunday so I’m hoping I can find a way to make this thing work!
Worst case scenario I plug it in let in move then unplug every 2 hours?

This turner is for incubator with a turner timer. The timer would activate the turner for a minute or so every couple of hours.

You should be able to plug it into a digital timer most I have seen have 4 to 6 even more programable on/off cycles per 24hrs.
