They start laying at about 5 months but not sure if the eggs can be fertile that young. The first eggs are pretty small.
 
eggs within 1-2 weeks of a pullet laying will be fertile if there is a rooster with them at all times.

Remember a normal chicken instincts is to lay about 1 dozen eggs then begin to hatch them.

All though chickens now have been bred for egg laying so that is not the case in egg laying hens.

But breeds that are not made for egg laying will normally lay a batch of eggs over a period of 1-3 weeks

and begin to hatch them.
