Baby blue jay don’t know what to do it is not fully feathered and it has rash on its belly

We found it under a car in our drive way left for little bit seeing if the parents came they didn’t just wondering what to do

I would put it back where it was right away. They may look for it to feed it, but might have been too nervous with you near. I find baby birds in my yard all summer, and most do well unless one of the cats or dogs get to them. If they have some sort of deformity or problem, the parents may push them out of the nest.
 
What does the rash look like?

Edit: If you still have it that is. If you put it back then leave it. The best thing to do is to put it back in most cases anyway, like Eggcessive said.
 
I agree, put it back. This baby looks old enough to have fledged. The parents will feed it on the ground until it can fly. They probably have other fledglings scattered around that they are feeding as well. You're not likely to see the parents unless you sit and watch from a distance for some time. If it is in a dangerous spot under the car you can put it in a bush or other vegetation as close to the spot you found it. It should be able to perch.
