Baby Button Quail: Slipped Tendon Or Spraddle Leg?

I have a baby button quail who I recently noticed had a leg looking like this.(credit to the person that took the picture.)

I did the "tape legs" treatment but I cant see any improvement. This has been going on since it was 4 days old. They are about 2 in a half weeks now. Is there anything else I could try? Is this spraddle leg or slipped tendon?
EDIT: got a real picture of him.

Also he is growing much slower than his siblings.
They already are nearly fully feathered and he still looks like this.
(he is only a day younger than them)
