Baby chick hatched but still attached to a strand of the egg

Please help. This chick hatched last night at 10pm but was very lethargic this morning. I was going to give it electrolytes but saw that it's still attached to a strand of the egg. If you zoom in close on the pic maybe you can see. I tried using a wet paper towel to moisten it and loosen it but it didn't work. I don't know if I should cut it. What should I do?

There is no blood just clear string
I would cut it closer to the egg and let it dry up and fall off

I cut it and it seemed a little better for a few minutes but now back to being very sleepy. I gave it a few drops of electrolytes. Hope it perks up soon.
