Baby chick hobbling on elbows

The feed is in a 50 lb bag that we got from a local feed supply. I have no idea how old it is/was but it is chick starter and it is medicated. It's the same feed I used for the four week old chicks who don't have this problem. I did check my invoice and found that these chicks weren't vaccinated, as were the four week olds. Would that have any affect? What about giving them flaxseed oil and apple cider vinegar in their water? I saw that on another site but not sure. I have a call into Ideal Poultry where I got them ... thanks for your response. I hate not knowing how to take care of them and see them so still and just sitting.
