What I did for pasty butt is to have a
q-tip end soaked with warm water and just get the feathers surrounding the poop wet and maybe even the poop so that it will be easier to get off. You may have to repeat this a couple times and just keep massaging the stuck part to try to get it loose. Hope this helps!

It’s vent appears to be okay but I can see that the craw is full and the backside of the chick looks like it is about to pop

It was drinking water when I put him up to it but it just came back up

How old is the chick?
Do you have it in a brooder or is it still in the incubator?

Do you have current photos of the chick, it's vent, poop, etc.
The photo you posted looks like a just hatched chick that was possibly shrink wrapped.

Work on hydration. If the chick is constipated, offer wet feed with a bit of coconut oil.
