baby chicks skin is very red

you need to really have your birdies in a temp stable warm and dry draft free place the first five weeks at least... the first three weeks is especially important as the birds are physiologically unable to regulate their body temperature (i.e. stay warm) and this will effect their long term health (immune system competancy). Please address this issue as cold and temperature swings affect their entire system (even their ability to absorb nutrients from their feed)

* Hard to say what to use as a really SAFE flying insect repellent on chicks that young, shadetreeh. Hopefully, someone else, maybe someone also in Tx, will have good ideas.

well if it is not cold then I would tend to think it may be cocci or something from biting gnats...try enveloping their brooder in one of those mosquito net thingies and place them in an area (basement perhaps?) where there are no gnats

* Great idea with the netting, dl!! I live in Florida; feel like an airhead for not thinking of that!!
