Baby duck eye problem

Baby duck eye was swelled shut the day after we bought from TSC. Bought some terramyacin. It has worked greatly with the swelling. His eye is a little opened and there is white over the eyeball. It is not sheer and almost seems like plastic. I figure he has lost sight in that eye but wondering why the white actually is? This is our first duck.
