baby quail deniying to eat

Sadly one of them died, i came back to him being unresponsive on the floor. tried everything I could and nothing helped, I think he had some disease, because if his feet got in the water. he would become sick.
Feet in water is not going to make them sick, getting totally wet will give them a chill, which will kill them if not able to get into a warm space.
What is the temperature of the brooder at floor level? Do they have a 'cooler' and a 'warm' ends to the broader?

I honestly have a big warm light and I put it in the middle, on my door handle, and put the cage on the bottom. also, I woke up today to one of them shaking. why so?

Probably don’t want it to be in the middle. Off to the side is better so if it’s too hot they can’t escape.

Are you measuring the temperature in the brooder and under the light?

You have consistently not answered questions so we can help you. Please post a picture of your setup so we can see what's going on. What is the temperature at the warm end and the cool end of the brooder?
 
its not hot, but not cold. just in the middle, and I'm on a computer so Ill have to send pictures to here thru email. but I again don't have a termometor
