baby turkey picking it,s own foot,need help please

I have a baby turkey that keeps pecking at its own foot and making it bleed really bad , this chick is kinda special, it almost look like it wasn't fully developed , like it has down syndrome or some thing ,except that animals cant get down, so I don't really know what the problem is, with , it cant see really well an it is usually by itself in a corner, chirping an so ya I need help any idea's out there
