Back feathers

This isnt exactly an emergency but 2 of my pullets lost some of their back feathers and I was just wondering what a cause of this might be because I looks like they just arent growing feathers there. There is no blood and no trace of the vane/web ever being there. Just the quills are left sticking out of her back. Any idea what is going on? I attached an image of it so you can see what I am talking about

The other chickens could be pecking her. Try putting some pine tar on the blab spot and see if the feathers grow back. Chickens hate the taste of pine tar, so if it is pecking, it should discourage the behavior.
