It would help your worthy cause if you would include your state and country so those who are relevant to your mission can respond.

I think it's well past time it became legal to keep poultry in backyards everywhere as long as they're tended properly, after all we don't disallow the various other pet species despite things they carry that can kill us, so the disease argument's invalidated by virtue of being hypocritical.
