Something else to consider - if you plan on keeping a rooster illegally, you could be jeopardizing your right and the rights of others to keep chickens at all. If you take advantage of that privilege by sneaking a rooster, someone else may think it's a good idea and so on. The city council may get fed up and prohibit chickens all together.
