Something else to consider - if you plan on keeping a rooster illegally, you could be jeopardizing your right and the rights of others to keep chickens at all. If you take advantage of that privilege by sneaking a rooster, someone else may think it's a good idea and so on. The city council may get fed up and prohibit chickens all together.

The difference between a cat or dog collar and a no crow collar is, the no crow collar prevents a rooster from getting enough air to crow. Imagine not ever being able to take a deep full breath? Cats and dogs just have to get used to the feeling of something on their necks.
