Bald chicken: No new feathers for six months

I don't know how well you can see that red spot on her wing... She noted about six months ago and that patch never free feathers back. It's almost as if the skin has callused at this point. Any suggestions??

Do you have a rooster? If so it may be worn from him mounting her.
