Bald eagles are predators, but they're primarily scavengers if they can be. They'd rather take a kill away from a smaller bird, or find something already dead - spawned out salmon, for example - than make their own kill. They are fully capable - it's just a last resort after easier methods.
They are impressive birds. However, I've seen a pack of crows literally knock an adult out of the air, when it was trying for a nest. It went from two crows defending their nest to about twenty crows bombarding the eagle with maneuvers fighter jet pilots can only dream of, in at most twenty seconds. They materialized from every direction. While the others were distracting it and had driven it down to about fifteen feet off the ground, two hit it from above. It landed on its back on the ground - last I saw of it, the crows were still after it and it was running across the ground into the undergrowth, headed for a nearby lake.
