bald headed chicks

Some of my chicks have bald heads. Does anyone know why? They have free choice to large amounts of composting fruits and vegetables, which I replenish 3 days a week .(they eat almost all of it) Plus free choice of grain. I was wondering if it could be from the bacteria. They look like buzzards.

They may just be naked necks, or losing fluff faster then they can grow feathers.
