Not all types of Marans have leg feathers. American Cuckoo Marans as an example.

French Marans have leg feathers.

Have the chicks always had bald heads, or did they start with down and then grow feathers and later become bald?

They may just be naked necks, or losing fluff faster then they can grow feathers.
