Balding Chickens

I have a feeling I know the answer, but I want your opinions.

I have a pen with my indoor chickens in the barn. 10 girls and 3 boys. Some of the girls are darn near bald. I've had to move a few chickens out to the outdoor pen with one roo because they've been beaten up so bad. The main roo has his feathers on his upper chest and neck pulled out, making me think he's really the culprit.

My question is -- is this because of my main roo in the pen indoors? And should I be sending him to freezer camp and let the younger boys take over?

Not sure whether it's the 'main' rooster or not, but relatively sure that it's too many roosters. 1 rooster to the 10 hens should be quite enough.
