measure as introduced.
Prohibits inbreeding of dogs by breeder. Makes first violation subject to maximum fine of $360.
Makes second or subsequent violation subject to maximum fine of $720.
Requires breeder to keep records showing parentage and grandparentage of dogs and puppies.
Makes violation subject to maximum fine of $720.
A BILL FOR AN ACT
Relating to the inbreeding of dogs.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) As used in this section:
(a) “Breeder” means:
(A) A person registered as a breeder of dogs with a kennel club, breed promotion organization,
breeder referral service or other entity organized for the purpose of providing credentials,
advertising or contact information for breeders of dogs; or
(B) A person that has, within 12 months prior to breeding a pair of dogs kept by the
person, sold or advertised for sale more than two litters produced by dogs kept by the person.
(b) “Dog” means the species Canis familiaris.
(c) “Kept” means owned, possessed, controlled by or in the charge of.
(2) A breeder may not breed a dog with another that shares a common parent or
grandparent with the dog.

(3) A breeder shall keep a record of all puppies produced by dogs kept by the breeder.
The records shall include identifying information for the parents and grandparents of the
puppies. This subsection does not require a breeder to maintain a record for stillborn
puppies. If the breeder possesses or can obtain information identifying the parents or
grandparents of dogs that the breeder uses for breeding, the breeder shall maintain a record
identifying the parentage and grandparentage of the dogs used for breeding.
(4) A person that breeds a dog in violation of subsection (2) of this section:
(a) Commits a Class B violation for a first offense; and
(b) Commits a Class A violation for a second or subsequent offense.
(5) A person that fails to maintain records as required by subsection (3) of this section
commits a Class A violation.
SECTION 2. Section 1 of this 2009 Act applies to dogs bred on or after the effective date
of this 2009 Act and to puppies born 60 or more days after the effective date of this 2009 Act.
NOTE: Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted.

I am all for the stopping of such inbreeding.
And I do hope that it will make breeders think twice about doing it.
There are so many dogs out there that there is no need to keep inbreeding them to improve vigor. Outcrossing will help the gene pool rather than leave it stagnant.

Hasn't any of them ever seen an AKC registration...

So lets CHANGE the way it is done. Just because it was done ?? years ago doesn't mean it is right.​

Interesting..so why are they banning it? What happend? An increase of dogs being born with 2 tails or what??

sure hope someone stops that...

some folks need to take some animal husbandry classes to see the gains that have been made and the purposes behind line-breeding. It is not done for vigor. It is done when you are selecting for specific traits. this is the way we have new breeds and find ways to enhance certain points...larger breast in chickens, better milking in cows, certain colors of nay animal.

line-breeding is not in-breeding
 
Seems to me my chicks are all mutts except the 8 that came from a hatchery. So no inbreeding any time in the recent.

Inbreeding and linebreeding are how breeders FIX qualities in their own line! It is a BASIC tool of breeding! Now governments are going to tell breeders how to breed?!? That is incredible to me. FIRST it is dogs. Next will it be cattle? Horses? CHICKENS?!?

I know breeders who have devoted their entire LIFETIME to their own line. Nobody paid them to do it. They did it with their OWN time and money and hard work. They have produced exquisite animals who are a tribute to their breed. And now some POLITICIANS are going to tell them how they are allowed to breed their own lines?!? The absolute GALL of it completely floors me!!!! The BRASS of it. I am stunned.
