Bantam Blue Cochin not fertile....

I recently had 2 test hatchers tell me that the blue bantam cochin eggs werent fertile. My hen has been broody and is now sitting on a nest, could this be the reason the eggs havent been fertile? The ones I hatched out myself right before I sent the tests out hatched 15 out 16. She was not broody during that time.
 
You have a rooster, right? It could be he is not doing his job correctly, or he is not fertile, or that the eggs were damaged in shipping, causing them not to hatch, or that the incubation technique was not good. The fertility wouldn't be effected by her going broody, unless the roo has not recently bred the hen.
