Bantam Chick feathering slowly and at an angle?

I have two bantam chicks (Bought from Tractor Supply mixed bin, so don’t know what type for sure, but they both have feathers on the legs.) They were bought on the same day a little over two weeks ago, and we were told they were a new shipment, so most likely hatched on or around the same day. The silver bantam, Silver, has feathered in much more then the black and white bantam, Eclipse. Eclipse has not feathered much since we got her, she has barely any more feathers than the day we brought them home. All of the other 2 week old chicks (another bantam, 1 Ameraucana, 1 Maran, and 2 ‘mystery’) are much more feathered in, and so are all 3 of the 1 week olds.
So my question is, is this normal or is there something wrong with her?

It has been in my experience that male cochins feather slower than female ones. I know some people will disagree but it's been 100% correct with all my male cochins. So your frizzle will most likely be a male.
 
Here are 2 cochins that are most likely males and are feathering slower than the other cochins. The buff ones I got from TSC so I don't know what they are. My hen gladly accepted them with her cochins.
