Bantam frizzle cochins - boys or girls?

I have two bantam frizzle cochins from the assorted bin at Rural King. They are both almost 10 weeks old and I’ve gone back and forth. Right now, I’m leaning roo for the red and pullet for the black. Neither do anything particularly roo-ish. They run away when they see you coming (even though they’ve been handled extensively) and when the known roosters of similar age confront them they cower. What do you think?

I think they are both cockerels, considering the size of the combs and wattles at 12 weeks.
The only reason I am leaning pullets is because these were our bantam cochin roosters at 12 weeks…

In my experience, cochin pullets tend to develop slowly and only redden up once they're close to laying eggs. These two look like cockerels to me.

I think the first one has a chance of being a pullet
