Bantam Frizzled Cochin -Do red patches under chin mean it's a male?

I have 2 Bantam Red Frizzled Cochins from Ideal Hatchery. I bought two so that hopefully one would be a hen. They are four weeks old now. Both have very small pale combs. One is larger, darker, and has red things ( sorry I'm brand new to chickens and don't know the term to use) on either side of its throat. Does this mean it is a male or do all Cochins develop this?

We also purchased two self blue cochin bantams, one's comb immediately turned bright and is bigger than the other. I'm assuming he's a boy.

BUT, I can't help but wonder because we got two porcelain D'Uccles as well a couple months earlier. Same thing...one's got big and red right away and the other stayed small and light. We assumed she was a hen. BUT, her comb slowly grew and turned brighter and brighter and she started crowing probably 2 months after the other.

ANY help would be apprecaited.
 
Okay-so I know the hens have the COMBS, but do they get the WATTLES, too, but in a smaller size?

So, I've got a tiny comb that is light colored but the red wattles that seem to be developing. What is your best guess on the sex?
