Bantam has stopped eating

I have a young peki bantam nearly full grown who has stopped eating. She will follow her flock but then just sit with her feathers fluffed and sometimes head tucked to one side and sleep. I isolated her last night and she ate a very small amount of milk bread and honey last night but this morning won't eat anything. I've tried scrambled egg as well as bread and milk. She is also refusing water. She will walk around reasonably happily. Her sister was attacked last week - pecked on the head by either a larger heavy breed chicken or muscovy duck (now removed). But I don't usually have any hen-pecking and have never had a chicken attacked like this before. I now wonder if her sister was also perhaps slightly unwell to become a target. She died after a day at the vet. Trying to prevent this one from wasting away.
